Garling was able to damage Rocks, who had CoC shielding, back in GV. So he was probably at least comparable with the Roger wings imo. With the deep deep sea contract he could well be a high top tier.

Rocks and Harald were not PK level without Imu's help. Even then, Harald let Loki take a free shot at him.
