This is only partially correct since Luffy used G2 and G3 A LOT against Kaido and it was successful.
Like he's clearly still comparable to emperor level fighters even without G4, yet he's not using this power against other enemies at all the moment G5 got introduced. To make things even worse, Bound Man was shown next to Hybrid Lucci, lol.

Furthermore, Luffy didn't even need to stay in his G5 transformation since Loki was the one defeating all the MMA monsters.
Seriously, this is so freaking stupid.

That only happened because ACoC was the shiny new toy at the time and Oda couldn’t have Luffy using G4 that early in the fight since he needed the Wings fights and BM fight to wrap up first. The Kaido vs ACoC Luffy fight makes no sense because you have Hybrid Kaido getting matched by Base Luffy, yet Hybrid Kaido was somehow fighting evenly with G2/3 Luffy after that and then fighting on par with G4 Luffy later on. You either have to assume Hybrid Kaido was arbitrarily holding back against G1-3 Luffy or just accept that the powerscaling is total nonsense
