Tbf, you´re not entirely wrong since Oda usually likes settling things in 1v1s and the armies of fodders can technically be COC victims, but Oda can sometimes be schizo and have characters act like the Yonko having thousands of fodder is super important. At the very least though, I don´t think Loki would have a higher bounty than Big Mom and Kaido. They have decades under their belt, RP´s, and they have some sort of connection to the ancient weapons, accident or not. Loki not having proper backup is probably how he did end up getting captured, though I think that´s going to be situational and not a proper 1v1 loss.

They were never portrayed as equals at any point. Dodger does not have a single feat or instance of portrayal on par with Xebec.

The marines ultimately give the bounties, not even really the fleet admiral. So stuff only the WG insiders know, like prophecies, and even the ¨D¨ stuff isn´t really considered. Cipher Pol is also willing to act above the Marines heads, so even the Marines don´t really know what happened in Wano,which is presumably why the bounties for taking down the two Yonko between the three got split up evenly, though Kizaru seemed to know about Luffy beating Kaido.

We don't really know a whole lot about his feats before Wano but they gave him a bigger bounty than almost anyone. There isn't really a way to compare them right now and it's pretty unlikely that there will be a context where they see fit to give Loki a bigger bounty or status
