Ok, but that is another thing. Feat wise, we saw Kaido plenty.
About bounty/status, in this chapter we came to know that Loki wasn't even really "seen", they didn't know anything about the fruit (we knew this already) and obv. he didn't have an empire to speak of.
Loki has the feats he has, has the fruit he has and he's about to confront Imu. I don't really have any faith in Oda updating any bounty, but Loki could very well get 5B+ after Erbaf.

Loki's bounty is close enough to where it should be for an Emperor level combatant without the crew, territory, career or reputation of one. The WG didn’t even know he consumed the Nidhoggr DF.
It’s fitting he’s below Mihawk, whose bounty may be higher than what it was prior to joining Cross Guild.
What's fucking up your perspective is the fact Law and Kid have 3bn bounties equal to Luffy.

There is no "PK level." Like they all line up at a punching calculation machine and get a card lol. Loki is just one guy at the moment, and putting a cost to reflect his strength has no formula behind it at all.
I think they'd have to do something if he kills Imu but higher than we've ever seen wouldn't be something they could explain.
If you want to have some fun with the bounty system and these qualifications, consider that Kid (of the John John fruit) came out with an identical bounty to Nika while Zoro's 1.1B bounty is less than Queen's 1.32B even after Egghead.

Emperors were rivals of old WB; Roger or prime WB. Xebec >= prime WB and Harald = Xebec.
