If I had to guess, its his powers doing shapeshifting for him. It presents himself as a "kingly" being but he litererally is just a cloaked shadow here.

Its similar to how he comes out as this amorphous cloud thing when he leaves Saturn and Gunko's bodies.

I also think the form we are seeing now is probably him as his awakened hybrid, just given he has the "DEVIL" fruit and apparently clouds around him which suggests he's using his powers.

So the true Imu is probably just the dark skinned man with tatoos. The horns/wings/tail/eyes/clouds are all his powers.

Y’all will learn soon enough. The EOS War is against all Twenty Kings just like the previous war. Maybe not literally all Twenty Kings will be fighters but at least some/potentially most are.

Zolo and Sanji’s final opponents are among the Twenty Kings, their EOS fights are not Admirals/Gorosei, they are characters we have never met before. Potentially more Straw Hats as well will have EOS opponents among the Twenty as well.

My thought is it's Oda trying to be ambiguous again- intentionally being vague about it, so he can go "Oh, I didn't list the name of the fruit? Oops!" just so he can keep it a secret a little longer.

Any Devil worth his salt should have devilish minions. It would make sense for him to be able to crate devils himself. That's what Imu covenants comes into play.
