People assumed Shanks stopped Loki for one of these two reasons :
1) Was rampaging on innocent civilians
2)Shanks was protecting him from getting killed by Imu
Or it is strongly suggested Loki limited himself to targeting WG ships
And Loki was smart enough to not attract too much attention on him (the whole reason for staying hidden), so the idea of him suddenly assaulting Marijoa without being ready doesn't make sense.

Either Shanks is truly the WG's bitch (dont make sense) or we were lied to about him stopping Loki

i mean all these info was given by gayban so take it with a grain of salt.
