You stated that Luffy's childhood or Punk Hazard might have clues to who joins. So I pointed out Luffy invited a jaguar centaur to join the crew.
Luffy invited Zeff, a cook, and then Sanji joins.
Luffy invited Crocus and Kureha, both doctors, and then Chopper joins.
Luffy invited Iceburg, a shipwright, and then Franky joins.
It's not an exact science as other invitations do not have a definitive or obvious connection to other Strawhats like the role invitation examples above.
Gaimon is the Guardian of the Island of Rare Animals.
The Zombie Tree and Zombie Unicorn are undead just like Brook.
Yamato invited herself but rescinded to stay as a Guardian of Wano.
There are other invites but not sure of the possible connections. But these invitations show a possible next crewmate being a rare animal that is a shipguard.

The jaguar centaur was invited after Jinbe was invited putting them in the same situation, but Jinbe ended up actually joining, which was confirmed when he was included in color spreads going forward.
Luffy just recently invited Loki and a similar situation can happen.
He included Caesar with his crew until they parted ways , and now he included Lilith after inviting Vegapunk.

Hyoutauros and Jinbe are not the same situation. Luffy and Jinbe bonded over many arcs and became blood brothers. Jinbe accepted his invitation but delayed the actual joining. Luffy and Hyoutauros bonded over being "centaurs". Hyoutauros invitation was not serious from how the other crewmates reacted and I think Hyoutauros refused anyways.
Loki being invited is a step but not a realistic chance until it is proven that Loki can shrink for long periods of time on the Sunny. Can a Nidhogg shrink? Bringing the library owl is possible but why wouod it leave Elbaph? And as of now Loki refused. Not sure what role or attribute(s) could fit with the "real" next crewmate. Horns perhaps as Yamato has those as well though Chopper may fill that spot with his antlers.

So, people join the crew when, the chapter name declares it, being drawn in color spreads with the current members, or either of those moments 100% confirms it?

What are you talking about you users? Jinbe would have joined on Fishmen Island but needed to take care of Big Mom business. Once he did, Jinbe officially joined during Tottoland Saga. He declared it! He only stayed behind to make sure his Captain and crew escaped successfully. Jinbe's reintroduction in Wano was mainly for the other crewmates who did not know what transpired on Tottoland.

Every straw hat has been liberated by Luffy in some way before joining whether it be a physical confinement or metaphorical like regrets, life debts, etc. This is why Yamato and Vivi still seem like they're going to arrive any moment because they fit that criteria, but fall short majorly elsewhere.
