Same nonsense.
This is more egregious since you could make the case in regards to Luffy that he was beneath the Gorosei’s notice for most of the series and by the time he actually becomes very noticeable, he disappears for 2 years. On the other hand there is no reason law shouldn’t know about Doffy

Well, I ma not so sure.

The Gorosei talked about Crocodile defeat, not to mention send Kuma to TB. And in all that, Luffy wasn't some random dude, but Garp's grandson.

Yes they are retarded. Those rules, if consequently applied, would've led Kizaru with lightspeed (!) go to the island where Luffy met Morgans (and other marines) and have him captured immediately.

The Gorosei sent Kuma to Thriller Bark to inform Moria of Crocodile’s replacement in the Schichibukai not for Luffy. It’s not far fetched to assume that the WG didn’t have complete knowledge of Luffy’s powers considering the only arc they would have really learned of his powers would be Enies Lobby and even then CP9 left the WG for a while after that

They sent Kuma to warn Moria about Luffy, and to check things and possibily kill Luffy, as he should have done at the end of TB.

It’s not far fetched to assume that the WG didn’t have complete knowledge of Luffy’s powers considering the only arc they would have really learned of his powers would be Enies Lobby and even then CP9 left the WG for a while after that
But even that it's a very big plot hole imho.

No reason for the WG to know about the fruit until Enies Lobby at least

Kizaru could've taken out luffy and zoro before they even met buggy if imu had 3 functioning brain cells

It seems weird indeed, but it doesn't seem that this knowledge is really that accessible. Yes, everyone knows the history of WG's foundation, everyone knows that there were 20 kings, but their surnames actually seem to be in a fog. Out of the plebs, nobody besides Ivankov, who probably has the best intel in the world, ever commented about a CD's surname. The CD families don't have that much exposition, maybe just the royalty and the nobles of the WG nations know about it (and there's ignorance even among them, as seen with Sterry). Up to this day, we still don't know Rosward's, Charlos' and Shalria's surname, and they seem to be one of the most public CDs out there.

About Luffy and the "Gomu Gomu no Mi": the information in One Piece also takes some time to arrive in Marineford/Mary Geoise. I don't think that they could've captured Luffy before Water Seven (W7 was really the first mistake IMO, as the strawhats stayed there for 3 days after Enies Lobby). They stayed for 3 days in Alabasta too, but they were hidden in the most unlikely place: Alubarna's royal palace. After W7, the WG did mistake after mistake, but that's due to the Nika retcon (it make it seem that they didn't really care that much about Luffy or the Gomu Gomu no Mi in the past). Yes, the Sun God Nika was one of Oda's biggest blunders IMO.

Actually Oda gave us their family name in a recent SBS kinda lazy though their surname is Roswald

I don't think most people know much about the CD's and their family names. Iirc, Doflamingos family only got caught in their town because of Doffy basically self snitching about wanting slaves or whatever, no?
Seems really weird that the names of the 20 founders wouldn’t be something that kids of WG-affiliated nations would learn in school
