Was Harald the world strongest before or after he became a god knight?

The man was more or less Xebec’s equal in strength before he became a god knight

Whitebeard was only getting weaker as time went on due to age and sickness. With his prime strength comparable to Roger’s. Tho that definitely shouldn’t have been an issue really 14+ years ago when he would have been 60. With Roger and Xebec gone besides Imu and the celestial the strongest was definitely between Harald, Whitebeard, Garp, and Sengoku (I guess). Age only making everyone but Harald weaker

Mihawk was obviously younger when Harald was alive 14 years ago being 29 so you can argue he wasn’t as strong as he is now. His greatest known accomplishment around the time being that he fought Shanks at some point. Someone Harald also ended up fighting before his death. Shanks at the time being unable to defeat him with the help older Gaban and the giant guards
Tho 14 years later Mihawk is now as the world strongest swordsman with his greatest achievement still being that he fought Shanks 14+ years ago
