Imagine building one of your main characters as obsessed with Elbaf, it’s culture, it’s people, it’s traditions etc. aswell as being constantly associated with Hammers only to have him NEVER interact with Elbaf’s National Treasure, a hammer.

All of Usopp’s major fights Pre-Timeskip (excluding Usopp vs Luffy) end with Usopp Hammer, Oda would have to be a genuine rtrd not to see this perfect powerup

This idea rests on Ragnir being able to change its size, isn't it?

I'm not sure we can say it can even do that for certain. It's only a possibility and not a very likely one either because there isn't much precedent for a weapon changing size other than with Oden's Sword that Zoro carries now (it was huge before and it got smaller).

Otherwise, it's just a huge hammer he can't even wield.

With a fake hammer while mostly relying on ranged attacks throughout the fight. Ussop's pop greens haven't been strong enough to damage anyone since dressrosa. If he gets ragnir, there's no reason for him to ever use his slingshot again.
