The thing is that with Loki being a good guy, Shanks forcibly chaining him up becomes harder to justify, not even the "Loki would recklessly attack the WG," makes that much sense when Loki spent years covertly attacking WG ships, not beelining it straight for Mariejois.

In terms of haki they were on same level. Kaido had other applications of haki like FS , better speed attacks and stronger DF than BM.

Luffy was doing pretty good though and Kaido's DF was stronger than luffy's sans G5.

Not all clash are of same importance bro. BM-Kaido , Kaido-Luffy and Shanks-WB haki clash split the sky showing in terms of COC haki they are comparable.

At the minimum, the clash beween kaido and luffy was in univers acknowledged multiple times them being equal, even kaido himself said he accepted him
