A character like Dragon, who is implied to be a Haki master through Sabo's training, would most likely be able to sense Imu's CoC from a long ways away.
Momo and Zunesha, as well as Imu and the Gorosei, have demonstrated incredibly long range telepathy.
Shanks, Mihawk... any Haki Master Top Tier should KNOW this guy is here.
So, IMO, every strong Top Tier is going to show up here.
Blackbeard and Cross Guild both seek military might, and cannot let the WG take Elbaph

When Pluton Awakens, I think it will be due to feeling Imu's Haki. We already had one Wano earthquake.
Either Pluton awakens and spews Kaido and Linlin out, due to sensing Imu's Haki, or Kaido and Linlin Awaken themselves, and CoC Roar until they trigger a volcanic eruption.
Since time is dialated in Elbaph, they'll show up soon if they're coming, as they can both fly at high speeds.
Time in Elbaph is 3x slower.
IMO, this is something that will screw up Imu's plans. I don't know if they're aware of the time distortion on this island.
Once the Straw Hats start losing, expect ally reinforcements to show up. Then probably Shamrock and Garling on the enemy side.
Top tiers in the series are aware how powerful Elbaph is and have avoided it due to
1. Shanks
2. Loki being imprisoned there, and the giants being able to free him if they need him to fight
3. Elbaph's natural strength as a nation in terms of its geography and populace.
Top Tiers like Mihawk and Kaido were content with a mediator like Shanks preventing the island from becoming another pirates or WG territory.
Now that Imu has descended to Warland, Top Tiers have to arrive to deny the WG the asset that is Elbaph.
Red Hair Pirates, Cross Guild, Blackbeard are coming here, with Dragon, Kaido, and Linlin also possible.
