I also wanna point out, Loki joining the crew can indeally counter Kuzan joining Blackbeard.
Its not even about him fighting SanJuan Wolf directly, even though esthetically they'll be visually matched up on panels because of symmetry.
The Kuzan vs Loki pairing cancel eachother out in theory because both have a similar skillset, potentially bringing their fight down to haki, which Kuzan has proved he can keep up with the likes of Garp and Akainu with, and even Blackbeard opted not to fight him despite having half his crew on stand by.
If Loki doesn't join it's going to be because of a size gag or suddenly the citizens of Elbaph and even Harujidin want him to be king despite that never being apart of his own dreams.
Loki's personal goals are tied to Rocks and Galleila.

Unless Puck is right the wings are getting some disgusting upgrades and Damajio unlocks future sight and acoc and creates his own Ultra Instinct like Goku and Zoro creates a black blade or some shit Loki aint joining

Any further Bummingham and Super Sommers Ls from this point would be an Imu L as he gave at minimum to K-ham an omen after he "fought" Coh and Sanji, those were the 2 strongest fighters before he encountered on Elbaf.
Unless there is a limit to a omen, he should have given them enough power that he would think they would defeat them in their current state, so I think they will need PUs.

More seriously, Loki being able to fly automatically disqualifies him from being a straw hat even ignoring everything else, even recently Oda stated Shiki's fruit bothered him because of flight so he didn't change his mind about his rule.
Sanji got his equivalent geppou but I think in Oda's mind it doesn't register as actual fight while for Loki there's no possible loophole.
