My issue is not that he didn't invade
It's that he didn't even try to do a covert operation to try and retrieve Ginny at all.
We know from Lafitte dropping into Marie joa, and even the revs themselves infiltrating Marie joa, that an undercover mission is quite possible. The revs are a massive org and should have the tech and powers to pull it off. But he didn't. He simply did nothing as the gf of one of his closest friends was kidnapped away to Marie joa.
At the very least he should have offered Kuma some aid and a distraction by attacking Marie joa so kuma could go in and try to get her out.

The idea that Dragon should've stormed Mariejois himself to save his friend is one of the dumbest things I've ever heard. I know everyone that's disappointed in Dragon doesn't share that opinion but it's a very common take amongst the fandom

Laffite can fly and all he had to do was fly to Pangea Castle and then leave. For Kuma? Even if he pushes them all in, do they know where Ginny is? And if anyone gets separated from Kuma during it, they're as good as dead.
Also, that's the Revolutionary Army of today. Remember the Reverie when Vivi was little? They've grown a lot, but when Ginny was captured, they were smaller with less resources.

Kuma and Dragon invade Mariejois. Just like Harald, they can either defeat the random soldiers until they reach a powerful figure, or they can use stealth as Sabo did, but they can do it fast. In the case of an open fight is necessary, Dragon can hold off this powerful figure using his water-based power, the weakness of any devil fruit, or simply the one-sided capability that this power can offer (like Nika's power offers), until Kuma finds Ginny (a conscious Kuma should move like a sprinter with the nikyu-nikyu fruit). If Zaza is truly the terror of the celestial dragons, a simple rain in Mariejois would collapse everything. Ivankov could certainly help, but that goes beyond the scope of the question. The main point is that this power could cause Mariejois to collapse and has the potential to stop any devil fruit user, but that would only be necessary if Kuma were interrupted before finding Ginny, which logically shouldn't take long.
It's completely different when you have a devil fruit user who allows almost instant teleportation across vast distances, versus a devil fruit user who is the enemy's greatest fear (rain). We know how fear affects strong characters, Big Mom is the best example, but perhaps that wouldn't even be necessary. Rocks invaded Mariejois without the Paw-Paw Fruit, without any apparent plan, and only faced an admiral.With a plan, this would be quite feasible. They did it without the Nikyu nikyu no mi and without Dragon...
Strength: Were Dragon or Kuma strong enough to fight an Admiral if one is around on duty? And even if they were, that takes up valuable time they don't have.
