This pretty much. Who will get awakening is plot dependent just like who gets acoc and cerberus is not a DF ability but power given by imu.

The scarf is white tho, while Omen is exclusivly repicted being black, killinghams is white

Oda likely just thinks in term of balance.
I don't expect Loki to be awakened even though he should be in sync with his fruit considering Ragnir literally chose him as the right successor of War God, because a hypothetic awakened Loki would be TOO strong.
