So shouldn’t Ragnir, the treasured weapon of John Elbaf which has the fruit incarnation of John Elbaf’s loyal companion Ratatoskr be awakened by now? Cerberus is awakened, so we know it’s possible for Zoan weapons to awaken

That is not the key to awakening. It's just another fanfiction being peddled as canon by the One Piss fandom.

Cerberus isn't confirmed to be a devil fruit, same with the Gorosei's powers.

And most of Imu's underlings that can transform have the scarf, it's likely Omen related rather than awakening.

Regardless, whether characters are awakened or not is dependent on Oda's whim, not some consistent rule he follows.

Oda’s probably just saving Ragnir’s awakening to go along with Loki’s awakening

Oda didn't want to reveal yet the true nature of Ragnir, that it is a hammer with DF.

He wanted readers to keep guessing, that it may be a magic hammer.

Then he forgot.
