Yeah Naruto was a bit more popular in the west thanks to the anime and Ninja's being more popular than Pirates especially during the early to mid 2000s but when it comes to Manga sales op was always consistently on top

And taking into account the length of one piece and how toxic the fan base can be these days new fans are a dime a dozen

From 1997 to 2010 one piece was not up there, even slam dunk was doing way better, only times It was popular was from marineford to Zou/start of WCI.

Shueisha needs a consistent, flag bearer manga. Juju kaisen, MHA, demons slayer were great In sales but only lasted a few years and can't count on them.

That popularity was just highly concentrated in Japan though where manga sales at the time, were much more accessible than other times worldwide. Anime gapped manga by far in terms of popularity. So a majority of the fanbase wasn't even reading the manga let alone buying it. Naruto was much more popular worldwide as anime was the biggest medium. Even manga wise, I don't think OP surpassed Naruto in international sales till 2024 LMAO a decade after Naruto ended.
