As I said, I think it will happen when pirates will assault Maryjoyce or something like that. The Marine will have to defend the World Government and their superiors.
Later on though, I can see most of the marines discovering the true evil nature of the Government and switch sides.
At the end of the manga the Marine will be a positive force in the world, with Koby and the others, a "good police".

If SH's are marching towards Holyland, Gorosei/Imu are the final bosses.
Which makes admiral a low grade, second rate oppoenent for SH's.
Two major antagonist in the same never happened in one piece. And I doubt if Oda will use admiral like these kind of villains.

"Nice guys" in the sense of not totally shit and pure evil characters. Even some of the SHs or a lot of their allies aren't exactly "nice guys", but they are still the "good guys" of the story.
I meant that even if Fujitora is pretty chill and a good marine, it doesn't mean that Zoro can't fight him in the future.

The BB pirates are the final villains of the series imo, and if they are then the last fight for Sanji is most certainly a CoC user, that's why I said whoever have CoC aside from BB and Shiryu would be Sanji opponent.

2 - Omen boost is impacted by # of Covenants
3 - Blackbeard will hand out fewer but stronger Omen

That's a fair point, but I can see both things happening, just not necessarily in the same arc.
I think there are 3 main battles for Zoro and Sanji until the end of this manga, a part for these two Holy Roppos in Elbaf: Admirals, Gorosei and BB pirates.
But I can be wrong and there are only two left, Gorosei and BBs.
We'll see.

That will give a giga boost to Shiryu and Burgess/Lafitte/Pizarro, making them a real threat for Zoro and Sanji.
