Actually, Imu also tried to use the attack on Luffy, but he dealt with it twice. The first time was when Loki was defeated, and Luffy in his base form managed to handle the attack that impaled Loki, and the second time was in this chapter, at the last second/point-blank.
Luffy came out better in both cases, especially at close range (point-blank), against an attack that hit Loki even from a very great distance.

If it were Loki, he would already have been defeated — which by default means the attack that beat Loki isn't enough for Luffy, and that makes Imu raise the level of the fight to one completely different from what Loki faced.

People need to realize this. I also believe IMU fought Luffy like he was Joyboy(current chapter) just to test it out and made his conclusion after which might be his downfall.

There was a guy running away more than half the chapter in Looney Tunes style because it's so funny to draw (not to read though even for 5 years old kids) and called a fodder ultimately while the other didn't give a crap about the little bombs and fought head on, countering Imu's attack with his own.

You dont get the gravity of that attack. It was a homing device target locked at Luffy and multiple flames were attacked towards luffy. The flaming bombs usually doesnt have much effect, but one of them attached on luffy and IMU instantly teleported or exchanged himself with that omen flame just like Law's shambles and used VOID attack with had life withering effects. We saw how that attack takes your life away instantly. Luffy did extremely well, and will be back next time we see them. Note it down, luffy fell short in comparison to Joyboy, not to his peers.

Loki can choose to run to dodge Stigma nobody forbid him to do that but it's too bad he's not as fast as Gear 5 so his only option was to stand there helplessly to get 1 shot by Stigma.

Agree fresh Loki will get 2 shot by Stigma instead. It's still better than getting 1 shot by Stigma.

Gag is a part of Gear 5 power. Not Luffy's fault Loki has no gag to allow him to dodge Stigma and he can only stand there getting 1 shot by Stigma.
