Kaido in Wano probably doesn't hold up completely horribly. He one shotted g4 Luffy without going all out, and eventually did demonstrate some pretty good feats through the arc. Generally, he did look better than the (awakened) Gorosei generally did in Egghead, which is a pretty big deal given that they're the definition of EOS powercreep characters, with awakening, various Imu boosts, centuries of experience etc. Even Blackbeard hasn't really looked better so far, and he's obviously final villain material. Imcel is the exception, but generally Kaido is going to remain pretty relevant against even most EOS characters. If he came back, I don't think he would get reduced to the mecha frieza treatment.
It's really Big Mom who kind of aged pretty badly in relation to EOS stuff.

Kaido has lost reputation not because of power cliff that happened ( only idiots would think he really was the strongest at any point of this manga ) , but because his words and in universe knowledge turned out to be complete garbage.

We know now Garp is trully equal to Roger yet he is not included in his list .
Loki with his DF and Ragnir straight up murders Kaido
Mihawk superior to Shanks is not on the list
2. World does not need 2 dragons to Momo .

3. Dragon Kaido size especially his flaming torch made people respect him for that.

Everyone was below WSM old WB including Shanks. But now I'm sure Shanks is prime Roger level. Mihawk his equal by portayal or even above. They are both stronger than old WB.
Ryuma is not standard top-tier. It's about Emperors like Kaido/BM or Admirals. Ryuma is a god-tier character by portrayal who was compared to Joy Boy (not Luffy) by citizens of Wano.

We do not know about shanks but my point is titles are not absolute so saying mihawk is above makes no sense. If you are sticking with title scaling then you will need to admit Old WB was the strongest.
