1) Big Mom wanted to basically assimilate the races of the world
2) Kaido wanted to have a war to end all wars if he didn't find Joyboy? Idk Kaido's weird
Did either of them have any real assets left for the story to move forward with? No.
Big Mom had Pudding and she was kidnapped and her poneglyph is probably useless to Luffy, Blackbeard, and Shanks. Buggy might still need it, but c'mon... She's coming back to fight Buggy just for him to take her poneglyph? That sounds like wasted chapters to me.

The newspaper told everybody in the world they were defeated, too. It isn't a secret. After having a defeat announced by the news, I'm pretty sure that's it. They're done.
If either of them came back, it would be a newsworthy event. They would have to walk back the announcement that they were dead. So it's not just us you're trying to convince of their return here, it's actually the entire One Piece world.
Furthermore, their deaths have already been forgotten. The Egghead event happened and the world focused on that instead. Again, I argue, these people don't wish to debate an issue, they simply want to make statements.
Despite my insistence that this isn't what's happening, I will concede it is possible they aren't dead. I just simply think there is a lot of explaining to do if they are alive and that whatever they do from there on would be convoluted.
