I don't know about you guys, but I'm finding it pretty weird that Imu thinks he needs Hajrudin's crew and the fire brigade as military assets

Imu is there to secure a Military Asset, but... Elbaf's only major military asset is Loki

And he's actively trying to kill Loki...

So I don't get it- I'm not sure what Imu is trying to do anymore

Yeah honestly is forced. The giants didnt live up to the hype,so Imu's plan doesnt even make sense.

I think it's all about the level of competition we know right now... From the OPverse citizens view, Elbaph giants, alongside Wano samurais are topnotch, probably as good as Marine middle-ranking officers on average from the citizens' perspective...
