Why didn't Zoro try and Cut the Birdcage instead of just trying to push it?
Because it is a plot device and Oda executed it badly. There were smarter ways of handling it instead of never trying to cut it. Regenerative strings, for example...
On the other hand, he could make it straight up indestructible, even if Zoro and Fujitora tried cutting it. Just like he did with Ragnir's ice, despite trying to destroy it, Imu still failed.

If those Strings were easy to Cut & Doffy's Signature Attack could be Stopped, He wouldn't be "Great Power" like other Warlords, Admirals & Emperors. I think people don't understand yet that Three Great Powers represent Individuals who are basically a walking Mighty Nation with Nuclear Weapons.

Birdcage, Ursus Shock, Dai Funka, Ice Age, Black Hole, Puncture Wille ... etc
Arent Techniques you bother thinking how to Stop, you just avoid at all costs, They are World Ending Powers.

Oda just really wanted to hype Doflamingo, parasite and birdcage are still two very impressive abilities. Fuji sort of has the excuse that when Zoro, Kinemon and Kanjuro went flying, that he was still so he could've been holding back (which fits given he wanted the Straw Hats to solve the issue). As for Zoro, he's continued to hone his skills since so I don't think it matters too much.
