The treasure was already at LT.
Roger was the first to find it.
Realized it was useless to him.
Used his own fame to inspire others to travel to LT.
People think they'll find what Roger left behind, when it's actually JB's treasure.
Could be. Valid theory. I still prefer mine and think Roger did leave all his gold as bait.
