He did at Enies Lobby with the VAs, Thriller Bark with Kuma, Dressrosa with Fujitora, Egghead with Venus.
In Skypiea Zoro got Braham, Wyper, Ohm and Enel.
In Thriller Bark Zoro got Ryuma, Oars & Kuma.
In Wano Zoro got Magistrate, Sumowrestler, Hawkins, Gyukimaru, Apoo, Kyoshiro Denjiro, Drake, Kamazo Killer, Big Mom, Kaido, Queen, King.
In Egghead Zoro got Kaku, Lucci, Seraphim and Venus.

Most of these are just random clashes, some he didn't even really win.
And you're implying that Shamrock or Garling or someone like that will be sent to Elbaf just to be reduced to another Zoro opponent?
Would it not make more sense if he just killed Sommers and Sanji killed Killingham and the effects of that force Imu to retreat to Mariejois due to the pain and stress it causes him whenever a HK/Gorosei die?

First one will happen, not the second one.
Sommers and Killingham will both be killed(hopefully), Imu will then eventually go back.
Gunko will then betray Imu and remove the summoning circle that Harald made preventing Imu or any Holy Knights from coming back.
Imu will then get triggered and remove Gunko's immortality, turning her back into a old women.
