There’s a reason Gaban told the straw hats to meet him after Elbaf if the country remains safe.

Gaban has every indication of it being him including a literal flame mark.
but it makes no sense to find out at the end of the arc, the black ship moored off the coast of Elbaf, at the Underworld (or in the Heaven world on a sea of clouds)

The sea whirlpools, whose function is to repel enemies that get too close, end up serving no purpose.

no connection to the government

The burn has no deep significance, it’s just an ordinary burn with no hidden backstory, an ordinary burn.

We already know everything about Gabana, we’ve seen her fight, we’ve seen every side of her.

There is no challenge or confrontation, nothing to overcome, since they already know Gaban.
He's just going to give them the Road Poneglyph for free, without any effort.

It would be absolute crap, And above all, it would be anticlimactic, unsatisfying, Disappointing, Underwhelming, There wouldn't be any sense of escalating intensity or the discovery of an impressive mystery.
There would be no ramping up.

What's absurd is thinking it's Dragon.

Oda already introduced a mechanism required to reach the New World. None have reached Lodestar or Raftel, so it only makes sense reaching either requires a special mechanism. That could easily be creating whirlpools to dive.

As the navigator of the crew, it only makes sense Gaban held onto the Oro Jackson.

Gaban has not been debunked in the slightest. Clearly you don't know what you're talking about.

Gaban has been in the story for like 2 years now, feels kind of odd for oda to hold back the reveal, Dragon doesn't actually travel either, so I think it'll be a new character

We see him traveling in Kuma's flashback and in Sabo's flashback; he is always on the move with the Revolutionaries to spark revolution all across the globe

And my answer is based on the fact that it makes no sense to create a whirlpool system on the open sea that attacks enemies getting too close to your black ship, If it's to reveal your black ship moored off the coast of an island like Elbaf and not out at sea

and this to pit him against friends, comrades-in-arms, like the straw hats, rather than enemies or strangers who could potentially be enemies.

The black ship imo is the reveal, the Oro Jackson is a ship we’d all recognize, but the people of the verse wouldn’t anymore. As such introducing us to the ship out on sea would instantly spoil the surprise of Gaban as we’d all know it’s him.

With every power reveal in One Piece, it always works the same way, at first, you don't understand it, the power seems magical and overwhelmingly strong, with no explanation of how it works, but later, the mechanics are explained, and it seems much clearer and simpler.

Oda already spoiled the surprise regarding Gaban before his appearance by hinting at who it might be, when Gaban walks toward the castle and Luffy mentions Shanks's family, saying that his family is the Roger Pirates, Rayleigh, but not Buggy. When discussing Shamrock
is a one chapter before the appearance of Gaban.

Besides, there would be no point in bringing back the Oro Jackson painted black, I don't see what that would signify in the story, it wouldn't convey anything interesting.

That’s not true though, this is like how krieg explained his ships being destroyed by Mihawk. Swearing it was some kind of DF then we saw Mihawk in person and his first scene is showcasing how precise his swordsmanship and that told us how he destroyed kriegs fleet.

We see the power without explanation ➞ Then we see an explanation of how it works

In Elbaf, we were already given an explanation of how Gaban wields his axes when he was introduced as the mountaineater.

So it wouldn't make any sense to show us mysterious whirlpools if we already know how they're made.
