If there was Never Haki in One Piece, what would be the biggest change? Would any Swordsman be able to beat a strong Devil Fruit user? Or would all Logia be considered Top Tier?

All logias would be and still are considered top tier lol. There would be no way to beat them.

I wouldnt say they would be unbeatable though, because the next best thing to haki, would be weapons with sea stone.
