From those unconfirmed/unawakened with 100% certainty: Usopp, Kong (ACoC), Mihawk (ACoC), Dragon (ACoC), Sakazuki (ACoC), Teach, Kuzan, Beckman, Koby, Law, Sabo, Garling (ACoC), Shamrock (ACoC)

But i am tho and he still didn't even develop yet "Sanji".. lol as for Law he still hasn't shown anything even Sanji we are now just waiting on how its gonna happen. The only reason i am saying Sanji has it because Gaban said so otherwise i would still be skeptical.

Jinbei is too wishy washy to ever have coc to be honest. He always works best when he is serving someone. He is like the ultimate henchman. He was sworn to the king of Fishman island, then Fisher tiger, then when he became a captain he started serving the Marines/WG and WB, then went on to serve BM and finally Luffy. He is always looking for the next big guy to bend the knee too. He is what Law was refering to in Punk Hazard when he said the only way to survive the new world is by either going under an emperor or going against them.

Katakuri. As in yes, he has it, but I believe he is a candidate for AdCoC. It's been a few years since I remarked and theorized that when SHP fight BBP they lack a proper guy to handle Aokiji.
Unless BB himself does Aokiji in I can't see who handles him. These three are locked in: Luffy - BB, Zoro - Shiryu, Sanji - Lafitte.
So my solution then, and my solution now is still Katakuri (revenge for what Kuzan did at WCI).
Other candidates are Sabo (Ice vs Fire), Coby (Garps apprentices) and Yamato (Ice vs Ice) but my #1 one choice would be Katakuri. And Oda for some reason kept them away from each other in WCI.
With Big Mom gone Katakuri can finally become/act out as the undisputed leader everybody already viewed him as. And with Luffy unlocking Katakuris shame about his mouth + fall on the back he doesn't have those chips on his shoulders either. Sense of self. Yeah. I see him as a proper, proper problem.
Lastly: BB is worthy of becoming PK. But his undoing will be the enemies he made along the way where as Luffy turned them into allies. Katakuri from BM pirates, Yamato from Beast pirates, Sabo from Revolutionaries, Marco from WB pirates, XXX from Shanks pirates, XXX from Cross Guild, Coby from Marines.

Absolutely. Most reasonable outcome is BB figured out Kuzan from the start. Instead of killing him then and there (while also risking all of his frozen comrades lives) BB decided to recruit Kuzan which brings many benefits. And when the time is right BB himself or the whole crew could take Kuzan out collectively.
- In a fight vs Red Hair pirates Kuzan swings the tides. Beckmann will have to take him on instead of Shiryu and so on further down the line.
- All pirates in the world take notice of BB as #1 candidate to get One Piece. The guy got a bloody Admiral (almost FA) + Chief Jailer of Impel Down as his #1-2. 50-250m pirates will all want to be underlings of Blackbeard pirates.
- BB can use Kuzan vs Garp, Big Mom remnants and others to clear missions. Except Akainu, Dragon, Luffy, Shanks, Mihawk and perhaps someone else there is currently nobody in the whole world to stop Kuzan from completing any S-tier mission. WG aside and recently discovered hidden yonko Loki.
Many has it or has the qualifications for it but if they awake it is another matter.
