Sanji, Franky and Jinbe didn't have CoC when they first dismembered and then tied Killingham. So... As long as you're strong enough, you can incapacitate them, but not defeat them fully. But if their DF are a good counter to yours, you're going to have a lot of problems (like Sommers vs Robin was an easy win for Sommers).

Sanji was the one to smash Killingham, Franky and Jinbei dealt with the Lindwurm. And that's an important distinction as it's now plausible that the possibility of Sanji's latent Conqueror's Haki coming out there can't be discounted.

We also have to remember that they are also still World Nobles, who as a rule, are stupid, arrogant sociopaths. Like the distinction between someone like Charlos and Myosgard before meeting Otohime and Sommers, is just having magic powers.

Shamrock and Doflamingo are just exceptions to the rule.
