This chapter also pretty much guarantees that Buggy, Momo, and Koby will actually be powerhouses in the future.
Honestly, this trio intrigues me the most going forward. I've said I think Buggy and Koby will be rivals over Buggy's Cross Guild killing Marines.
Koby's already on the way to his power, but Buggy and Momo have taken the steps to stop being whiny/useless at times, and actually get their shit together.
Momo with Adv CoC, Ryuo/Adv CoA, top tier swords, and Kaido's Fruit is going to be a menace, and Buggy's always been teased alongside other strong characters.
Mihawk/Ivankov/Sanji (no, I'm not giving Zoro credit, he didn't do shit) have finally given us an actual template for what it takes for characters to get Supreme King Haki, while before, we were kind of guessing.
I still 1000% think Buggy will get trained by Mihawk.

The difference is that Sanji didn't need a stimulus to awaken her COC, and she consciously reached self-awareness and used this ability, while Zoro still needed practice after two arcs to master it.

It's not about list scaling but how much Oda put emphasis on the development when it comes to PU. It's the length Oda goes and addition of plot or elements to enhance a character as fighter
Luffy gets the most - We always get emphasis on his haki and Gears
Sanji PU is next. We got speed, then RS and exoskeleton, and now he's having CoA and CoC that too advanced.
In case Zoro it's haki and then we have different types of swords. A bit dull in comparison to Luffy and Sanji
