Hard to say, as much as retards downplayed Sanji, hes actually the only one, outside Luffy and Zoro, that actually fights the big dogs of the arc
As much as people clown the HKs, they would murder non M3 SHs, thats a thing Oda is trying to tell: Luffy, Zoro and Sanji are cut above the rest
The fighting argument cant be used for Usopp and Nami because they're not fighting someone that requires usage of CoC
IMO if Usopp is one, thus bound to unlock it, hes doing it after the story ends, hes not strong enough to showcase it rn, so it would make sense for him to display it when hes a captain of his own crew. Nami, on the other hand, is not one, so not showing it not even EoS

Law got a 3 billion bounty and took down a Yonko, and he still hasn't unlocked. If there is another SH to unlock CoC it will be Jinbe, and even that I'm 50/50 on.

If you ask me I don't think anyone except Luffy (PK Dream) and Zoro (WSS Dream) should have it. Sanjis is a total ass pull as he has never showed any kingly ambitions (oh no, now they will come after me).
Oda is moving the goal posts so I for one would not be surprised if in the end there are 4, 5, 6 or even 10 CoC users in the crew. Yamato is the 4th. Jinbei, if he accepts that he is a leader and not a servant, could be the 5th. He is kind of in the Zoro category of willingly accepting Fisher Tiger and WB, his benefactors, as his leaders but everybody else but himself views him as a true leader. Usopp if he ever decides to man up can be the 6th (although it would feel terrible to have him grouped with all these giants).
