How is Lucci boring but Vergo is good? Lucci was far more intimidating between the two. Better design, better characterization, and more interesting abilities.
Not to mention his fight with Luffy is one of the best parts of the series. Great choreography and perfect use of Lucci's abilities.

Lucci is literally a generic killer who only kills about killing. The most amount of depth he got was caring about Kaku, a much more fun character. Vergo had his burger gag, all his stuff and relationship with Doffy, and while his fighting style is more boring, everything else carries

And I remember old, injured Gaban slamming Imu into the ground and forcing him to power up to stand a chance. Keep in mind Roger is slightly above prime Gaban who's considerably better than old injured Gaban.

Yes, but Vergo is also a generic killer who only wants to beat people up.
The difference? Presentation and portrayal. Lucci doesn't get overwhelmed by anyone besides Luffy (and even then that was still one of the hardest fights we've ever seen Luffy go through) while Vergo gets tossed around by several people. Lucci is also just far more efficient and intelligent, he fooled every single person on Water 7 for years and nobody came close to realizing his plan until Luffy came along. Lucci has a certain charm to him that you can admit even despite him being such a blatantly horrible person, he's actually more similar to Doflamingo in that way than Vergo. Vergo didn't appear enough and didn't do much in the time he did appear to leave as much of an impact. There's a reason most people outside this forum don't even remember his face, and even the people in this forum only care about him for powerscaling agenda nonsense.
