Yes it's really to describe the strongest lieutnants of a Yonko such as the strongest commanders for the WBP that @Cinera described, Ben Beckman, Yasopp, Lucky Roo for the Red-Hair Pirates, the Sweet Commanders for the BMP and the Calamities for the Beast Pirates.

Yes but not all crews only have 3/4 commander level characters. WB crew likely had more than 3 or 4.

@CaptainJackSparrow there's really no reason at all to believe that. We saw the other commanders at Marineford, and they were completely underwhelming.

3. Izo has to be a lot stronger than the current Kiku given she’s been active for over 2 decades whereas Kiku hasn’t and she’s the older sibling.

1. I see no reason for them to have grown in the 2 years.
2. I saw enough to know they're not on the level of Cracker/Jack let alone stronger commanders.
3. Izo should be significantly stronger than Okiku, it's not enough to say she should be "a lot stronger".
