Within OP, combat power is obviously a determinant of bounty, but moreso than combat power, I think the World Government places bounties on Pirates based on how big of a threat to the stability of the World they will become. And there are actually a few examples of this I can point to:
Elder Lee HungKuma's frozen Bounty was lower than Doflamingo's despite most agreeing that Kuma (in his prime) was likely stronger than Doflamingo anyway. Now sure, we don't know their backstories, but their frozen bounty is really all we have to go on.
Elder Lee HungBlackbeard's bounty, despite being an extremely strong member of the Whitebeard Pirates, was literally 0. Non-existent, because the World Government really didn't seem to know much about him.
Nico Robin's bounty at 8 years old, was almost 3 times as high as Luffy's bounty after he decimated every relevant Pirate Threat in the East Blue, because of her *knowledge* and not her combat power.
Elder Lee HungThere are other examples that I could point to but you kind of hinted towards some of them anyway. So now that I've said that, I would like to ask you (I"m not finished replying yet so give me more time)
How likely is Katakuri actually to cause trouble for the World Government? I will answer this question by bringing up a few separate points:
Elder Lee Hung1. Even though Big Mom is known for razing Islands to the ground for sweets, she doesn't ever really seem to send her Sweet Commanders away from Tottoland. The only islands we've ever seen her destroy were attacked by combattants ranked beneath the SC's, while the SC's seem to mainly stick in Tottoland. For that reason, the Sweet Commanders will probably have lower bounties since Tottoland is unaffiliated with the WG
Elder Lee HungAnd thus the Sweet Commanders won't really get the chance to wreak much havoc.
2. Katakuri is the Minister of Flour within Tottoland. He is more than a Sweet Commander, he actually runs his own Island within the territory like Pudding and the other Ministers do. For this reason, the odds of him really leaving Tottoland actually seem very slim.
Elder Lee HungLike I mentioned previously, since Katakuri seemingly rarely (if ever) actually leaves Tottoland, the chances of him causing trouble in the outside world are very low. Without causing trouble outside of Tottoland, his bounty is not very likely to increase in the slightest. The WG hasn't ever seen Cracker's real face, keep in mind. Their intel on the Sweet Commanders seems pretty lacking.
Elder Lee HungNext, let's assume for a minute that Katakuri actually does leave Tottoland pretty often. Again, I think I've posted good reasons for us to assume that he rarely if ever does, but let's assume Big Mom often sends him to other islands where he regularly comes in contact with civilians and such.
How likely is Katakuri to cause major trouble for the World Government specifically?
Elder Lee HungKeep in mind, destroying Islands unaffiliated with the World Government is not something that the World Government really seems to care much about. They did nothing to aid Zou, and at Reverie one of the Kings (can't remember which one but I remember this panel specifically) said the Marines will only really interfere in situations when there is money involved, or when the WG actually has stake in the things happening
Elder Lee HungKatakuri does not strike me as the type of guy to mess with the World Government unless he's given specific instructions by Big Mom, which she rarely seems to do. Katakuri also does not strike me as the guy to obliterate entire islands just for the hell of it, unless he's given specific instruction by Big Mom. Katakuri strikes me as the type of guy that doesn't cause much trouble unless it's unavoidable.
Elder Lee HungIf you've ever read Kingdom, there is a General of Zhao (one of my all time favorite Manga characters) named Gyou'Un. The thing with Gyou'Un, is that he was a complete unknown outside of Zhao. Literally the other states didn't have much intel on him at all, and for this reason, his enemies didn't have much expectations of him.
Elder Lee HungTurns out, Gyou'Un was a legend from a prior era that hadn't fought against anyone from the other states for around 2 decades, and thus no one from the current era had ever heard of him, but his strength was actually monstrously colossal and he was compared to the strongest Generals in the series on numerous occasions when his strength was actually revealed to us.
Elder Lee HungTo me, Katakuri is sort of like Gyou'Un (though Gyou'Un is a Kingdom Top Tier while Katakuri is an OP high tier). A hidden monster who just because he hasn't achieved as much fame as his contemporaries, doesn't stop his strength from being equal to them. (literally Gyou'Un was stated to have been stronger than RenPa who is the Kingdom equivalent to a Yonko/Admiral despite Gyou'Un being almost a complete unknown)
Elder Lee HungLack of fame =/= Lack of strength. Lack of notoriety =/= Lack of strength. Strength and notoriety are very separate, a character can be extremely powerful but be relatively unknown compared to their pears. @Cinera okay, I'm done now lol.
FujishiroIm thinking since he doesnt really go around destorying places like jack and im sure queen/king do, and is just content protecting the territory/crew, then it stands to reason that his bounty is so low.
Fujishiro@Admiral Lee Hung yep, look no further than fujitora and greenbull, relative unknowns pre skip yet were still roaming the world at their level of power. I wouldnt be surprised if there were many more top tiers running around or in random islands. Heck, oden is a thing too.

FujishiroHeck i want to aid lee's point even more, i kinda skimmed through your comments lee so im sorry if i may have missed it. But who stayed in totland rn since bm and crew came? Thats right, kata. He seems to have the role of main protector of totland bar big mom herself, so i doubt he left her territory much.

Cinera@Admiral Lee Hung: I don't place Prime Kuma above Doflamingo, but that's mainly because of Kuma's lower bounty.
Another reason is that Thriller Bark Zoro would have been shitstomped by a casual Doflamingo (Zoro was able to fight a sane Kuma for a little bit and even managed to injure him).
