@Admiral Lee Hung: I consider Shanks and his commanders a very powerful counterargument against this. Of all the Yonkou, the Red Hair Pirates are very unlikely to trouble the World Government (Shanks is more interested in preserving the balance than aiming for the One Piece).
Cinera@Admiral Lee Hung: I understand your argument, but it doesn't really get around the Red Hair Pirates point. If your hypothesis was true, Shanks commanders should have substantially lower bounties than the other Yonkou, but the reverse is the case.
This leads me to think that combat ability is the main determinant, and other factors are supplementary.
CineraPeros even boasts of his strength by referring to his 700 million belli bounty.
Elder Lee Hung@Cinera first off, I don’t think the Red Hairred Pirates care as much about preserving the balance as you think they do lol, Shanks obliterated a Navy Fleet just to speak to Whitebeard. I think Shanks respects the balance on his own terms, but this guy is an enemy of the world government lol.
Elder Lee HungSecond, the Red Hair Pirates had all made names for themselves before joining Shanks unlike Kuri who has spent his whole life in Tottoland basically, and they don’t restrict themselves to sitting in one isolated territory like Kuri does.

This is false? Yasopp and Beckman were recruited in the East Blue. Neither seems to have been a pirate before joining Shanks. Besides, the average bounty of East Blue Pirates was 3 million.

Not that concerned I think. The Shichibukai all seem to have low frozen bounties (the highest known so far is 480 million). Being higher than Katakuri's would make Mihawk's frozen Bounty more than double Weevil's.
CineraIf Mihawk's unfrozen bounty was below 1.5 billion ("fifth emperor" Luffy), then yeah, that would be a significant blow to the "bounties are primarily about power levels" argument.
CineraHowever if Mihawk's unfrozen bounty is greater than that of the Yonkou Blackbeard (despite being a loner with no political power or military might other than his personal martial strength), then that would reinforce the "bounties are primarily about power levels" argument.
CineraIf Mihawk's bounty surpasses even Shanks, then it becomes clear that Oda only looked at their power levels and didn't factor threat, hard and soft power, resources, etc. to assign their bounties.

Shanks isn't a retard like Luffy, so even people much less famous than Zoro would have earned his notice. Yasopp was still an East Blue Pirate, and they were absolutely scrubs.

Cinera@Admiral Lee Hung: Issho and Green Bull were not pirates or otherwise actively opposing the World Government. Bounties are only given to criminals (e.g. East Blue Zoro had no bounty).
