@comrade: block, match, overpower, deflect, redirect, tank etc. It doesn't really matter how he does it, he just needs the ability to reliably take attacks from top tiers.

Hmm. Dodging Ikoku so far wasn't all too difficult. Cognac was blocked by Jinbe. If he can handle Thunder Bagua or block/overpower Ikoku, then yes, I'd say top tier.
