Black Maria takes the lowest spot for being very physically unimpressive.
Page One was able to overpower Raid Suit Sanji in Hybrid and send him flying across a city.
Base Ulti was able to overpower Luffy in a headbutt and hurt him despite the fact that he was protecting himself with hardening.

In contrast, Maria's blows to Sanji seemed to pack much less of a punch.

Well, Apo was stalling both Drake and Zoro. But he can only do it for so long, as long Drake and Zoro won't get more serious. Apo is a long range specialist but his ability is also limited on his sound based attacks. Close your ears and you are save. Plus, you can close the distance between yourself and Apo pretty quickly. Apo has strong long range attacks but can't keep you long range effectively.

Drake would beat Apo mid-long tearm with his strong hybrid body and weapon lethality.

Apoo has been Potrayed as a Martial Artist so him being able to hold back Drake isn't really that out there

You don't think that Drake was stalemated in his most favourable range by Apoo at his weakest range?
Apoo couldn't even use his Devil Fruit vs Drake.

I was kind of hoping he'd show off some Rokushiki techniques as an undercover marine, but so far he's brought forth nothing.
I think he's still a Top 3 Tobi Roppo, but I'm much less confident that he's above Sasaki let alone Who's Who.
