Yeah. "Feats" tend to be subjective. Like the Mihawk vs. Vista fiasco. But Doffy being called Joker and using Jozu as a chair, I think Oda wanted to portray here something.

Doflamingo is either the second or third strongest OG warlord (only if Prime Moria is above him), that already places him very high. He is also the last evil warlord being defeated by Luffy, being the only warlord getting defeated in the New World.

Why would Kuma change his body into pacifista. Like that body may be super hard against fodders, but decent Haki users would just crush it. And it's not like robot bodies recover.
