If you are specifically talking about zoan fruits then I can agree with you in a sense that zoan df depends a lot on two things.
1) Characteristics of beasts - a cow isn't comparable in any way to a Dragon.
2)The aptitude of df user himself. However, even great aptitude can't compensate for inherent disadvantage between dragon and a cow. So u r right

He has a point a fruit is dependant on the fighter. If mere rubber, mochi, strings can be good by their users a cow df can be useful too, admiral fanboy just hating the fact akainu is gonna get beat by either rubber boy or flame sabo both with inferior df's to Akainu.
