Somewhere in the top commander range i guess? teach & law are perfect examples of hax users lol. one thing the recent chapters did was to show that teach is a physical monster so even w/o yami he'll still be overwhelming for most.

On a side note, do you see any warlord having 2 billion bounty? I found it odd that we have three in the 3 billion range and several in the 1 bil range but none in 2 bil lol
