Hiruzen does have insane hype.. Stronger than any of the Gokage at his time of death, 59 year old Hiruzen being decisively above Orochimaru, not to speak about what a prime Hiruzen could do.. I'm sold on him being a little stronger than Bee.

Tobi though? Maybe with edo tensei, his usage of FTG was ass. Killer Bee's legitimately one of the strongest non-eye ball users in the verse. Can't see bootleg Minato winning.
