But having parents with conqueror's haki seems to exponentially increase the probability though. This was also implied by the manga. Garp wasn't the least bit surprised that Luffy had it, probably because he and Dragon have it.

How CoC users are chosen is a big question but CoC is not based on bloodlines...what "royal" bloodline Hancock has to be a CoC user?...and what royal bloodline past CoC users had?.....you can't call people with "D" in their names are royality....
