Not only the Warlords were pirates but they had absolutely no loyalty towards the World Government, with some even outright hating it like Crocodile or Hancock, and only served their own interests (with the exceptions of Jinbei and Kuma) and all did transgressions against the World Government and its forces.

Even worse the warlords were unable of working together as they were too proud and disdainful of the others (with Jinbei and Kuma being again the only possible exceptions).

The funniest is that the WG and most of the marines still believed in the worth of this system and really believed that warlords would really help them and be a reliable force against the Yonkos.
