According to Kabuto Edo tensei is "The greatest and most powerful jutsu of the Shinobi world". Many Shinobi were called genius, but all of them pale in comparison to the guy that managed to bring back souls of the dead and enslave them especially when the same Shinobi casually cooked up what Minato's entire game revolves around.

For the record i don't think Tobirama beats Minato but let's keep the disrespect down.

Yes Orochimaru and Kabuto perfected the jutsu, but that's only because Tobirama died so young. He did the impossible and managed to bring the souls back. To strengthen the control over the slaves (using Hashis cells) is merely an afterthought at best (in skill).
