ZenZuNothing to distinguish the two, Rayleigh is a Shanks prototype. Shanks is like a new age Rayleigh. Pure all around haki masters who fight with sabers. Rayleigh has the hype of essentially needing an army to capture, while Shanks has the feat of literally walking in on that exact army and stopping a war.

The situation is not that comparable IMO.
CineraFurthermore, Sengoku seemed to stop the war out of respect for Shanks (though I think attempting to fight another Yonkou crew then would have been lunacy on the Marines part).

ZenZuShanks walked in with his crew against the entire Navy + Shichibukai. And the action of doing something should always hold more weight than a what if statement. He essentially acted out Rayleigh's hype and then some.
CineraShanks seems to be in possession of substantial soft power, but IMO that doesn't say much about his personal combat ability.

ZenZuIt's more than just Sengoku stopping the war, its Shanks stopping Akainu in his tracks, the latter didn't budge despite his no nonsense personality, its the fact that a Teach that was power drunk who was taking on both Garp and the Fleet Admiral, saying they can't stop him, somehow became reasonable when Shanks came calling. That's portrayal on another level entirely, not many if any have a big dick moment like that
Cinera1 mid top tier, a low top tier and 2 high high tiers (speculation on the RHP's top 3) would have been a lot to deal with for any of the parties at the war.
