I don't read the chapters until the Viz is out. From the spoilers I saw this chapter Who's and Sasaki were kinda singled out. I never thought P0 was a top 3 TR and I think he's more than likely the weakest or among the two weakest. The only reason why I wouldn't immediately put him as the weakest is that two of the TR are women and we all know Oda's history with female characters.

X Drake dismisses himself immediately from the whole process so he isn't ranked against them. He's a pirate captain like them and the Captain of SWORD. We have good reason to give him the benefit of the doubt.

He's a supernova, he's an undercover captain for the marines. He has more significance in the arc and they're apart of the same group. X Drake being the strongest is the safest conclusion until further evidence comes out.

He doesn't seem to have more significance among flying 6. Whos Who is walking in the middle and seems to he voice of the group. He also shared panel with Kaido and Calamitiea and not X Drake and that giant bitch said first in line for all star is Whos Who.

Black Maria said Who's Who because Who's Who brought it up, she was responding to him coyly not praising his strength. Ulti is also right next to Who's Who so I guess she's also very strong then? Or, if you read it right to left, X Drake is the last to be seen and could be interpreted as the strongest.

A supernova of the same rank / group which is entirely power based? I'm gonna say the Supernova edges out until we have any reason to assume otherwise. Which we don't.

However, X-Drake was one of the three highlighted Supernova over the timeskip (the other two being Kidd and Law), and that is a very prestigious group.

Kidd has received portrayal that suggests him to be at least YC 2 level, and current Law being a YC 3 seems like a safe bet.
