It’s downplay because factually Gorosei fall below admirals and feats wise they have nothing outside failing to capture Sabo in 6 vs 1 and making a fodder head explode.
Gorosei > admirals literally relies on headcanons about the direction the series MIGHT take.

There's a good argument to make that they are, but:
1. The rank and file of the marines did not know the Gorosei are combatants, so the rest of the world probably doesn't.
2. Saturn implied it's been a very long time (centuries?) since he set foot on the world's surface.

@Cinera Long time could mean simply mean decades tbh. I think it's possible Gorosei were former holy knights that happened to be the strongest ones. I don't feel like Saturn is trying to hide his power here. The problem with Gorosei being > etablished top tiers is that who will fight them? Will they all fall the hand of EOS Nika god tier Luffy? Will Luffy have several allies a clear cut above the like of Kizaru?

I could see final war Zoro being above generic top tiers, but not the rest. I have the feeling Oda will stay reasonable with the power inflation, with Imu being the exception. So at most Gorosei are relative to other top tiers with hax abilities.
