Nah, they don't say that in the manga. Super Boo buffs up and they say his ki dramatically increases, then it goes back to normal.

Goku was losing 1v1 versus Kid Boo who was unharmed, enjoying himself beating Goku. Goku needed a full minute of charge up time on a distracted Kid Boo to HYPOTHETICALLY win. Then resorted to the strongest spirit bomb seen.
Gotenks was quite literally killing Super Boo, their fight is hilariously one sided in the manga and is filled with Super Boo throwing tantrums at Gotenks' strength.
