I would say he definitively beats people like Rokuomi, Sou’Ou, Mangoku, Kouson Ryuu, etc…those generals who don’t have any explicit GG hype.
The Heavenly Kings are like low Great General tier, the Juukou gang are former GGs, generals like that I think probably beat Mougou. He also loses to generals like Ordo and Kochou. But any General who doesn’t have GG tier hype, I would say Mougou for sure beats them.

To me I always saw Mougou as what Heki would be with decades of experience. He’s not gonna excel at any particular attribute but he’s good at dealing with a variety of situations.

@God Buggy i think fan translations often label GGs as only Generals since in the actual manga, there isn’t much of a difference between “General” and “full General/great General” other than amount of troops commanded. But Mougou and Choutou were both legit great generals.
