Because imo other top tiers are meant to be portrayed at their peaks. Big mom, Kaido, admirals, they’re all currently the strongest they’re going to get.
Blackbeard is a character who’s still growing so he’ll Look bad but then when it counts he’ll get the W. Blackbeards just as much an underdog in the eyes of the verse and the readers as Luffy is. So Oda portrays him as such
